Non-Resident Rifle Buck Tag

The NDGF proclamation states....

"Nonresidents - State law allocates nonresidents 1 percent of deer gun and muzzleloader licenses available in any unit (through the second deer gun lottery)."

So I'm reading this right, that means a nonresident will only ever draw a buck tag in ND if they are in a unit that happens....I mean happens.... to have buck tags in the second lottery?   

I'm sure many people apply and statistically they would never draw in that unit or really any unit in ND.  

I'm not defending one side or the other, I'm just looking at the information and didn't realize this.  I emailed NDGF as well for more clarification.   

It looks alot like non-resident applications for SD East river deer.  You can't apply there until the 3rd deer lottery.

NO BIG J, youre wrong on this one, a friend that hunts with us is from the cities and he drew a NR buck tag for 2B this year, and there arent any left over ill garuntee that cuz i know plenty of people that got turned down for 2B

the NR lottery may be seperate but it occurs at the same time as our 1st lottery for residents

I put in for the first lottery Big J. Got denied. Non-residents are eligible for 1 percent of the available tags in that unit on the first draw.

It means that if a nonresident isn't lucky on the first drawing they are still eligible through the second as long as there is tags available! I believe after that they can buy as many leftover tags that are available when they are first come, first served! You are  just misinterpeting it wrong!

Yes, you are correct. I have purchased doe tags after all the drawings have been completed. They are about $50 or so for a NR.

Right I understand the $50 per tag, Jim. That makes sense and I'm aware of that. 

I just think NDGF could make this much more clear about the tags available for non-residents in each unit, drawing odds, etc.  MT, WY, and SD do it for non-residents so I think ND should.

Meester, I still think the way they print the amount of tags and the way they have it worded is silly!

I hear ya Big J. I thought there was a link posted earlier this year that showed how many NR applied for each unit/tag. Maybe I read that in ND Outdoors. But yeah, I would like to see how many NR are putting in for the unit I am applying for.

Maybe they do have something available for the stats.  I can't seem to find it.  I just looked at the Feb 2010 ND Outdoors Mag and didn't see specifics.

I asked NDGF the same questions and this is the reponse I got back. 

"Nonresidents cannot apply in the 2nd deer lottery as the 1% requirement is not yet met as the 2nd lottery is only for those residents unsuccessful in the 1st deer lottery.   Please apply in the 3rd deer lottery for a 1st, 2nd, 3rd and 4th license if you wish.  The 3rd deer lottery is now available through our web site.   All 1% of the antlered licenses were used by the nonresidents in the 1st deer lottery."

1st and 2nd drawing, 1% buck tags for NR's.  3rd or any subsequent drawings it's a true lottery and everyone who applies has the same odds.

You still fuzzy from the rules meeting last week or what?

Technically speaking, the second lottery has already been held.  It's the "second choice unit" you filled out on your original deer application.  Anything from here on out is 3rd and 4th drawing.

Big J ! You are correct! The wording is a little hard to figure out! The problem is that they have some lawyer do the wording and then us who have problems doing simple math have to decipher it!!
