I would think with all the concern about the out of state people moving into ND and thier behavior more attention would be paid to the welfare of its own.  Is this an on going problem or just begin recently??

This is not "North Dakota's own", this is in reference to some of the bad stuff associated with nations within a nation. Not much ND can do about it because as the article clearly states, these crimes get prosecuted in Tribal Courts or federal courts.

It is a pretty sad deal though.
